When the soft story building is not compliant, will the tenants be required to vacate from the building declared woth “earthquake warning”? Can the landlord evict the tenants based on this?
If the tenants have good income, they may be scared and move. But for low income and rent controlled tenants, they may stay put and ignore the city’s earthquake warning.
There should be many soft story buildings outside SF. Better to avoid them in case those cities learn from SF and start mandating earthquake retrofit.
