Migration from cities to small towns is a good thing. Americans are always on the move. Not everyone needs or wants to live in overpriced crime ridden cities.
More emphasis should be on providing employment in rural America.
The reality is housing In cities is too expensive to build . Put jobs where housing is affordable.
The average home in America costs only $81/sf. No way that builds anything in any major city. Even third level cities have huge fees and land costs that make new construction cost $200/sf.

That is what companies do long ago and there are revolts. I read many articles and books that rural residents are unhappy about the pollution of their once lovely countryside.
