Exterior wall doesn't touch ground

saw a home we liked as first time buyers but this is the first time we’ve seen the exterior of the house above the ground in the backyard. does it pose any risks? ex. foundation issues or termite/ bugs/ rotting?

Not an issue.

This is the current standard practice. Old homes have the stucco going straight into the ground. It can cause water issues. Google weep screed for more details.

Most likely water damage, if there are frequent flooding. Otherwise not an issue!
