Repealing it doesn’t mean there will be rent control. Cities will still have to pass it. I’d expect SF to pass it almost immediately. I’m not sure SJ would pass it. Cities like Cupertino and Palo Alto seem VERY unlikely to pass it. Look at home ownership rates to have an idea of where rent control will have broad popular support. Low home ownership rate equals big support for rent control.
People in Palo Alto might say they care about affordable housing, but they don’t mean they want it in their neighborhood. They also aren’t going to pass anything that might damage their property value.
