The rent control is on the land rent, right? If so, we can buy a mobile home and rent to tenants at market price. That way, the land rent is controlled and the house rent is not. Each mobile home is a singe family house, right?

No. It’s time for the state to demand neighborhoods build. To be fair, there is a lot of construction here. I think it’ll even out in the next 2-3 years (especially with HQ2 putting a damper on Amazon’s hiring in Seattle).
