Of course there is a solution… up zoning or even better no zoning…
Europe is not the right model… Asia is … Highrises don’t exist in Europe… They are the only solution in coastal California… Vancouver is a good model

High growth leads to soaring land costs. Soaring land costs threaten growth. Slow growth cools land costs. Oscillates till equilibrium. Bingo! Nothing need to be done.
