It could be very profitable running a student dorm in SF. Well, pre-Covid anyway. Turnover is high so you aren’t going to be stuck with a bad tenant you don’t like. Rent control is less of an issue because of this high turnover. And renting by room fetches higher rent overall.

But unpermitted rooms are big no no in SF. Not as a rental anyway.
