Maybe their goal is to control the population by creating a housing shortage based on environmental and sentimental ideals, then using the housing shortage to create a manmade social conflict between owners and renters, then implement rent control to tightly control the renters and owners.
The end result would be that numerous regulations would be erected and the people would become tamed pupples that can be easily managed and manipulated as they please.
It is a systematic way of population control. Eventually it would become a totalitarian society with everyone trying hard to gain favors from the elitists since people would lose property and freedom. Everyone would be dependents of the elisits since they will control how much everyone can get. Elitists would be the strict and loving parents to everyone. People’s only goal in life would be to please them and give the government officers all kinds of personal favors to insure a stable supply of living necessities
