Suspect only in NYC and 7x7 where Asian Americans (more like Chinese, Taiwanese, Koreans and Vietnamese) population are visibly large, and a large number of infections and deaths.
I would say they looked at the big picture - at ALL the costs - both long term and short term and opted not to respond by looking at things through the soda straw of epidemiology.

Good news
I think a lot of people will be drifting out of urban centers in the coming months and years. Now it seems all urban centers are associated with is epidemics, lockdowns and riots. Urban cops will increasingly have to walk on eggshells meaning the safest thing is just to cruise to calls at 5mph so all that’s left to do when they get there is paperwork - which will of course make neighborhoods less safe. Plus the virus has gotten more people used to working remotely and using mail order to get what they need.
