Doesn’t make sense. You (Planning) pretty much let anything go in a newer neighborhood yet enforce sometimes strict rules about preserving some buildings for historical value (sometimes dubious at best) in established neighborhoods. Why? Just let anyone do what they please with their building styles as long as meeting standard building codes…
