They are Asians but because West is currently considered as more advanced, some identified with the West.
It’s because they have some Spanish heritage, that’s why some people consider them as semi-Hispanics.
Philippines used to be part of US and there was effort to make it a US state. However, it became an independent state after Japanese occupation. Some people are still working on making Philippines a US state
Since the Philippines came under US rule in 1898, some ilustrados (upper class Filipinos) advocated the annexation of the Philippines to the US, but didn’t succeed.

It is of course not up to the Philippines. And being ruled by Americans doesn’t mean it will be a state either. It can be a bigger Puerto Rico.
It better not get too close to China if it wants to stay independent.
China has no interest in colonizing the Philippines. It is only interested in places where it believes belongs to it from a historical perspective, namely, Taiwan.
