It comes down to the dead body count. If Newsoms tyranny reduces the CA death rate way below the National rate then he will the hero and Trump the zero. Hard to imagine any winners in this disaster. But great leaders and tyrants appear in desperate times. Meanwhile landlords are the sacrificial lambs.

Trouble is the immediate death and misery is visible and the long term death and misery isn’t - at least not as much. Think of it as a death mortgage. More dead in the long run so as not to take all the death at once.
