Income security = Social welfare
Four of the top 5 are essentially welfare. Even much of Defense is welfare as it is largely a training and jobs program. Plus welfare for Europeans who don’t want to pay for their own defense.
This is why budget discussions that don’t include entitlements are a joke.

Social security and medicare taxes collected are less than spending on these services 
R vs E allocation is really bad. Other than national security (defense, homeland security, etc), have always thought government is about building infrastructure for private sector to flourish. Spending in infra is too low. And then education, “software” infrastructure. So top 3 should be: Infrastructure, Education, Defense.
…and defense needs to be real defense. Secure our borders, not everyone else’s. Stay out of the rest of the world’s business. Jacksonian model.
