Subsidize tenants not builders. Builder market rate housing for those who can afford it. Eliminate zoning and regulations and buildings will appear due to the magic of market capitalism. The homeless can live in my $75k/unit Sacramento apartments. What gives them the right to live in $1mk/Unit SF new construction? Middle class kids have to go away to college and live in crappy dorms . The homeless can do the same.
