Most of this is somewhat related to housing crisis. Prices are high in good neighborhoods, because they are rich people, and schools are good because of increased taxes, emphasis on top notch education by parents and so on. Catch 22, really.
But the problem with the Fab 7x7 is that rich people tend to send their kiddies to private schools. Remember the stats that SF has the lowest kid count of any major city? Gosh, build a wall!!! We must keep the illegal kids out of the Fab 7x7!!!
