It’s only people without kids. It’s pretty hard to qualify for most programs if you don’t have kids. It’s why we’ve had such a massive increase in kids out of wedlock.

That was the welfare reform under Bill Clinton back before democrats went far left on free stuff for everyone. Usually, participating in job training or volunteer work also counts as working to qualify for benefits.

Horrible policy, will only incentivize poor people having even more kids and create even more poverty, kind of like the population explosion in India and Africa.
Poor people already have kids at a much higher rate than those at higher income levels.
