The census is the basis for determining the house of representatives. It would make sense to only count citizens for that purpose. We’re gone far too left on what’s considered racist. Facts aren’t racist. They are facts. It’ll be interesting, since I’d expect the supreme court to allow it.

Pre-civil war slave states counted their slaves as 3/5 of a person. This allowed them more Congressional seats so they could keep slavery going longer. States like CA, increasing their political clout and ability to trample others in Washington by counting foreign nationals illegally in the country are just as reprehensible.
