From particulate matters, ICE still emits more. Definitely catalytic converters have done a lot.
But brake dust still contributes to PM2.5. Not in EVs (90% reduction in brake usage).That by itself is a clear benefit.
Tires still need to improve so they produce less PM2.5
Actually, putting vehicles in tunnels would really help air quality…
Since EV vs ICE is being discussed with regards to pollution, everybody should WFH permanently! 
Definitely that will help even more.
But truckers aren’t going to WFH 
Tax airlines and cruise ships. Two large polluters that are not essential industries according to the covid19 bureaucrats.
As far as truckers… if you don’t like their pollution don’t buy
from Amazon and grow your own food. Don’t fly… no cruise ships
People have done tons of studies on oil and the impacts. Then they hand wave and say EV is better without any thorough research. Something be different doesn’t mean it’s better. Less CO2 doesn’t mean it’s better overall.
I’m sure in 20 years there will be a movement about how bad batteries are, and how we need to eliminate them. Natural gas used to be considered a clean fuel that environmentalists approved. Once it became abundant and cheap they realized it would block development of solar and wind, so they flipped and decided natural gas was evil.
Solar is another one. All those panels will need dealt with in the future.

This is just the snapshot of current technology. The dynamics is even more important. EV and batteries tech is on an exponential improvement trend line.

People realize once we use water and it evaporates into the atmosphere then it’s a greenhouse gas, right? So it’s reducing one green house gas and replacing it with another.
Sulfur oxides kill plant life. Plant life is kind of important to survival.

Key point is to compare the total footprint and their effect on climate, taken as a whole. EV is miles ahead of ICE, and it’s just the current generation of EV tech.

I’m not sure if you deny they edit the data over and over or just don’t care. Scientists don’t edit data over and over to get the conclusion their being paid to find. The data should speak for itself. Turning a blind eye to it is literally the peak of religion over science.

Texas allow fixed rate or market rate (aka time of use) plan. Mine is a fixed rate plan.
I didn’t have an electricity provider, instead, join a non-profit co-op who would scout for the competitive price source. At the end of the financial year, if revenue is more than expenses, they would re-invest those excess + return a little to members 
those high prices of Texas coming to California.
what is more cost effective for PG&G. getting bills from a Apartment complex or spread out population in single family homes t with line losses and need more workers to service faults?
there is de-industrializaiton, working from home and general office and small business closing. so the big revenue sources are evaporating. and PG&E is not going to cut salaries or there cost structure.
In times of extreme supply stress people need to cut back as much as possible to avoid an even worse systemic collapse that leaves more to freeze to death in their homes while others weather the storm comfortably. Market pricing is one way to achieve this. Confine yourself to a single room, cover the floor with something insulating - dirty laundry if that’s all you’ve got - and seal door gaps and windows as best you can. Or - pay through the nose.
