Misleading report. Traffic congestion is due to fewer highways, the population doubling in the last 50 years and diversion of tax money from roads to inefficient modes of transportation like railways and busses.
Expanding highways is a brute force tactics that do reduce traffic jam (assuming no growth). To be more effective, it should be targeted and not just blindly expand the entire road. Jams are usually caused by certain junctions, so should creatively look for solution to reduce those jams at the junctions.
Building Highways is not like starting a popcorn stall. Highways are built with lot of planning and require a huge investment. Very little highways have been added to the network in the last 30-40 years while the population has almost doubled. We need to double the network of the highway to match the growth of population and demand.
