did state and federal realize and change and act quickly after esclated ? yes
I think both pres, democrat, republican and private company did a decent job , if you look at all country in the world right now. we are not so bad. The only one did great is taiwan
HK gov is completely F UP. it’s all on indiviidual, take them how many months to get the 10k, till july before i can get mine

Before shelter in place took place, gov did gave enough signal to give hint to us to stock up. and gave enough time for ppl to buy stuff before enacting
that stimulus is a MUST and they all act fast
