Efficiency in my mind means to be able to do more with lesser resources.
Effectiveness in my mind means you benefit more patients efficiently and more communities far and wide (so that you are treating patients everywhere, not in just some areas and leaving others unattended) in an efficient manner.

So just to be clear you believe the current process is achieving that definition of effectiveness?
