Why cannot people of SF get rid of corrupt politicians and bureaucrats by making sure to not elect them in the first place?

Can someone read the three articles and tell whether the root case of the problem was identified: mental illness and substance abuse?
How much are people making from homelessness industry, consisting of companies and non-profits who take money from government to provide services to homeless but encourage homelessness so that their business can flourish.
Voters don’t like to blame themselves for voting them in 
Taking blame for voting these incompetent people will require the voters to admit they are incompetent themselves.

people are poor. its a third world country all over again. My dad always used to say, welfare was invented by republicans because if you kept people fed enough, they wouldn’t steal your stuff.
Stealing is a character issue, not an issue of income level. Hungry people of high character know how to work and get fed. For greedy and immoral people, sky is the limit. They steal even elections.
LOL. I am sure the only people with character issues are democrats which led them to steal the election.
Some of these thieves are so sure of their act that they publish victory speeches and interviews in the magazines even before the elections are complete and results are announced. You might be able to buy a copy on ebay for a price.
No party has a monopoly on character. There are crooks in both parties.
elections cannot be stolen with effort of just one or two person. It has to be an organized effort involving lot of people. It must involve activist and officials of organizations from city, state, and national level working in unison.

And a sad face for stories where someone assaulted, killed, stolen from, bribed, or embezzled in SF.
Problem is justification and legitimacy given to immoral behavior as some-kind of right or necessity…
