The rules and regulations set up by the city encourages this kind of fraud. The whole city government and all the employers are corrupt. San Francisco has been the most corrupt city west of the Mississippi for generations. The unions and liberal politicians are behind most of this. Over regulation⌠high pay and restrictions on growth have all fleeced the citizens of SF.
