New York was point zero of coronavirus pandemic in the USA. If you can control the NY, FL, LA, IL and MI are simpler to deal with because they have far less population and spread out over a much larger area than NY metro.

I think so. If the reports from NY show a decline in death and new infection. We can say we are winning.

Did you not contradict yourself? An emergency is a time you need to be most effective. And If decentralization is the most effective way to do this (which you seem to agree somewhat, if not strongly), then is this not the time to remain decentralized?. I guess you disagree with me on whether the decentralization is the most effective way.
Efficiency in my mind means to be able to do more with lesser resources.
Effectiveness in my mind means you benefit more patients efficiently and more communities far and wide (so that you are treating patients everywhere, not in just some areas and leaving others unattended) in an efficient manner.

Paramedics in New York City say that many patients who died at home were never tested for the coronavirus, even if they showed telltale signs of infection.
In Virginia, a funeral director prepared the remains of three people after health workers cautioned her that they each had tested positive for the coronavirus. But only one of the three had the virus noted on the death certificate.
Across the United States, even as coronavirus deaths are being recorded in terrifying numbers â many hundreds each day â the true death toll is likely much higher.

As of April 4, approximately 131,500 tests had been conducted in California. At least 116,563 results have been received and another 15,000 are pending. These numbers include data California has received from commercial, private and academic labs, including Quest, LabCorp, Kaiser, University of California and Stanford, and the 22 state and county health labs currently testing.
California now has 13,438 confirmed cases and 319 deaths.

Postmortem testing by medical examiners varies widely across the country, and some officials say testing the dead is a misuse of scarce resources that could be used on the living.
