Currently Governments dig deeper into each other before the resume flights and they know who is important to them to come first to work on projects. This is same like pick and choose who deserve to die and who need expensive health care to prolong life.
It may be obvious but I guess I should mention car companies build factories on the continents they want to sell them to reduce transportation costs and tariffs, both of which can significantly affect margins.

The government will be screwed with gas tax revenue. Gas is hidden from consumers, since it is included in the posted price. People have no clue how much they are paying in taxes. I suspect voters will freak out when those taxes are paid in the form of annual car registration fees.
