Being from software side, I have seen this many times.
It is possible to takeover the code with half million and three months.
The main reason for Charge increase is drive profitability when demand is increasing!

Demand is increasing indeed. FSD is very close to being solved by Tesla. There will be an incredible jump in value and profitability (and of course, the stock price) of the company.

California regulators on Thursday will vote to put in place a sweeping plan to restrict and ultimately ban the sale of gasoline-powered cars, state officials said, a move that the state’s governor described as the beginning of the end for the internal combustion engine.
The rule, issued by the California Air Resources Board, will require that all new cars sold in the state by 2035 be free of greenhouse gas emissions like carbon dioxide. The rule also sets interim targets, requiring that 35 percent of new passenger vehicles sold by 2026 produce zero emissions. That requirement climbs to 68 percent by 2030.

Adoption of EV is too slow? If it is fast, make no business sense to build new ones. So no need for regulations, businesses won’t build.

Most other new products/technologies got adopted due to the new product offering substantial advantages. This one is being pushed down people’s throats forcibly because the new potentially replacement product isn’t that good yet.

Is there a significant difference between low and zero emissions? We are not using diesel any more. In fact, we are using very low emission ICE engine and 98 premium petrol. Are you still using 90 regular?

The recent IRA made a change to the definition of polluting gas. It now explicitly includes green house gases like CO2.
